The Ministry of Justice needed a modern way to bring together pensions, justice and operational data so that analysts, policy teams and the public could explore it with confidence. Their legacy reporting estate made publishing slow, difficult and heavily dependent on manual checks. To improve transparency and decision making across the justice system, MoJ required a platform that was secure, intuitive and able to surface complex datasets in accessible ways.

Scrumconnect partnered closely with MoJ Digital, policy teams and frontline analysts to co-design this new capability. From the outset we worked as one team, shaping a shared understanding of user needs and the broader service vision. We embedded user researchers, designers and data engineers into MoJ squads so that every part of the platform,  from ingestion to visualisation, reflected real operational challenges and the expectations of end-users.

The resulting Public Beta platform gives analysts, operational staff and the public a simple way to filter and explore hundreds of datasets by geography, service area and subject. Our approach was innovative not just in technology but in delivery. We introduced collaborative design workshops, early prototyping and rapid testing cycles, helping stakeholders validate ideas long before development. This significantly reduced rework and created a strong sense of ownership across MoJ teams.

We also made sustainability central to the solution. Automated pipelines replaced repetitive manual routines, improving data integrity and giving analysts time back for genuine analysis. We co-developed dashboards, governance models and build scripts with MoJ so the in-house team could maintain them independently. At every stage we worked to increase capability: pairing MoJ analysts with our engineers, running focused training on data quality and improving transparency through open documentation and evidence packs.

The impact has been felt across the department. Publication times fell by 40%, analyst productivity rose by 35% and more than 1.5m public sessions were recorded within six months. The platform passed its GDS Beta assessment at the first attempt, with assessors praising its accessibility, user-centred design and alignment to the Technology Code of Practice.

Most importantly, MoJ now has a reusable model for future data services, a stronger internal capability base and a platform built to grow with the justice system’s evolving needs.
