HM Passport Office needed a reliable and future-proof way to manage and share passport and identity data across eight national services. Their legacy processes relied heavily on manual work, creating delays and placing pressure on operational teams. The organisation wanted a platform that made data easier to manage, faster to update and safer to share, and they needed a partner who could deliver this while bringing staff with them on the journey.
Scrumconnect worked in close collaboration with HMPO’s digital, data and operational teams from day one. We shaped the vision together, establishing a shared understanding of user needs, data flows and operational priorities. Our multidisciplinary team did more than build a platform: we helped set the direction for how data could be governed, shared and improved in a sustainable way across the wider passport ecosystem.
We designed and delivered the Bulk Data Platform, a national data service built for high-volume, automated processing. While the architecture is powerful, the innovation was not only technical. We introduced a shift-left approach that brought stakeholders into design and testing much earlier, unblocking issues faster and reducing the long-term cost of change. Analysts received clearer workflows and more intuitive tools, replacing manual routines with transparent, automated checks.
Throughout delivery, we focused on developing confidence and capability within HMPO. We co-designed dashboards, test suites and governance models so that civil servants could own them after handover without supplier dependency. Joint planning, paired working and open documentation meant the in-house team gradually took responsibility for elements of the service while it was still being built, strengthening both trust and resilience.
The impact was significant. Data that previously took hours to process now runs in minutes. Automated workflows reduced repetitive effort and supported more consistent decision making. Release cycles became four times faster, enabling HMPO to respond to operational demands without lengthy technical lead times. The service passed its GDS assessment on first submission and was cited internally as a benchmark for secure, reusable data services.
Most importantly, the platform leaves HMPO with a durable foundation for the future. It gives the organisation a scalable model they can replicate across other data services, a clearer governance framework and the in-house skills to continue iterating, improving and innovating long after the project’s completion.
