How we do product management at Scrumconnect Consultancy

Product management is a vital capability for any technology organisation. At our UK-based consultancy, we understand the importance of getting it right and are proud to support some of the most complex challenges across the UK public sector.
In this article, we outline our approach to product management and how we work to ensure our clients’ products and services deliver meaningful outcomes.
Understanding Goals and Defining the Vision
The first step in our product management process is developing a deep understanding of the client’s goals, policy intent, and desired outcomes. We work closely with stakeholders to understand the target users, operational context, and constraints. This insight informs a clear product roadmap that defines milestones, priorities, and measurable value.
For the Department for Work and Pensions (DWP), we successfully created product and service visions for the Winter Fuel Payment service at various stages, converting those visions into a clearly scoped programme of work.
At DWP we:
Explored the problem space, user needs, and policy intent through collaborative workshops to co-design a service vision.
Used evidence to define desired outcomes, future state, and target user experience, supported by empathy maps and user journeys.
Tested hypotheses and assumptions to translate vision and evidence into a deliverable scope of work, considering operational and technical constraints.
Defining Features Through Evidence
Once the roadmap is established, we define features and functionality using:
User research
Market and policy analysis
Data-driven insights
This ensures that what is built delivers real value to users while remaining achievable within budget, resources, and technical constraints.
Ensuring Robust, User-Needs-Driven Development
We replace assumptions with evidence to ensure both user needs and business objectives are met. Our approach is:
Lean, agile, iterative, and user-centred.
We use agile methodologies such as Scrum to manage delivery, enabling rapid feedback, transparency, and adaptability. Product managers work closely with delivery and engineering teams to ensure solutions remain aligned to outcomes throughout development.
User testing and feedback loops are embedded into delivery, allowing us to refine and improve services before and after launch.
Continuous Improvement After Launch
Product management does not stop at release. We continue to monitor performance, gather user feedback, and iterate to ensure services remain relevant, efficient, and valuable over time.
This lifecycle approach enables sustained impact rather than one-time delivery.
What We Are Working On
We are currently delivering a wide range of impactful product-led programmes across government.
DWP:
We have more than 100 DDaT product, delivery, and data specialists supporting 12 GOV.UK services, consistently meeting outcomes, receiving director-level recognition, and winning industry awards.
Apply for Pension Credit (DWP):
COVID-19 drove a surge in demand. Our team accelerated a 12-month plan and delivered an MVP GOV.UK service within one month.
This solution automated 65% of applications, reduced telephony and postal demand by 35%, cut call queues from hours to minutes, and cleared backlogs in days rather than weeks.
Ministry of Justice (MoJ):
We are contributing to delivery of the Common Platform, a multi-programme digital, data, and technology environment. The work is highly regulated, supporting services that must align with Courts and Tribunals Service legislation and processes critical to the UK justice system.
HM Passport Office (HMPO):
Our team delivered product management for the Bulk Data Processing Tool (BDPT), enabling HMPO to securely upload and extract data from government organisations via its AWS data platform.
Our approach to product management focuses on:
Understanding goals, users, and policy context.
Defining value-driven features based on evidence.
Delivering iteratively through agile, multidisciplinary teams.
Continuously improving products through feedback and performance insights.
By following this approach, we help clients deliver services that are resilient, user-focused, and aligned to strategic outcomes.
